About JGPO
The Joint Guam Program Office (JGPO) was established on August 25, 2006, by Deputy Secretary of Defense Gordon England to facilitate, manage and execute requirements associated with the rebasing of Marine Corps assets from Okinawa to Guam and implementation of the Defense Base Realignment and Closure decision to establish a Joint Base on Guam. This also includes the realignment of installation management functions at Andersen Air Force Base to Commander, US Naval Forces, Marianas Islands, Guam.
Secretary England charged JGPO with leading the coordinated planning efforts among the Department of Defense (DoD) Components and other stakeholders to consolidate, optimize and integrate the existing DoD infrastructure capabilities on Guam. While programming and budgeting responsibility were to remain with the DoD Components, JGPO was tasked with synchronizing the funding requirements between the Components to ensure efficient use of resources.
JGPO reports directly to the Assistant Secretary of the Navy for Installations & Environment. It consists of both a Washington-based staff and Forward office.
Mission Statement:
To facilitate, manage, and execute all requirements associated with the rebasing of Marine Corps forces from Okinawa to Guam and other military force enhancements on Guam and throughout the Commonwealth of Northern Marianas Islands as identified by the Army, Navy, Marine Corps, and Air Force; to facilitate, manage, and implement the 2005 Defense Base Realignment and Closure law to realign installation management functions at Andersen Air Force Base (and other DoD installations on Guam) to Commander, Naval Region Marianas.
